True to our style, we present the Privacy Barometer 2025: an overview of consent rates across different markets and channels, as well as according to the application of various best practices.

The 2025 edition of the Privacy Barometer provides an unprecedented overview of consent management in France, at a time when Google Consent Mode and IAB TCF v2.2 are establishing themselves as new standards. Conducted on more than 1,300 banners deployed between January and May 2025, the study reveals an average consent rate of 78.06%, compared to 21.94% refusals.

Sectoral differences remain significant:

  • Retail & Distribution and Energy show the best results, with consent rates exceeding 80% on both mobile and desktop.
  • The B2B/Corporate sector lags behind, with a higher proportion of refusals.

The weight of “no choice”

On average, nearly 40% of desktop visitors do not make an explicit choice, a percentage that drops to 32% on mobile. This data, too often overlooked, highlights the importance of optimizing banners to encourage clear and informed decision-making.

Performance levers

The Privacy Barometer also highlights several concrete best practices:

  • A/B testing of banners: up to +25% increase in consent rates.
  • CMP accessibility: +1.5% on average.
  • Compliance with the latest Google and IAB standards: around +2%.
  • Real-time cookie scanner: improves transparency and compliance.
